Immigration requirements can change. Confirm the language requirement for your immigration programme directly with IRCC before booking or retaking a test.
To reach CLB 9 in all four language abilities in IELTS General Training, you must meet every threshold separately. A high score in one ability cannot compensate for a lower score in another. IRCC assigns a CLB level to each ability independently — there is no single “overall CLB” calculated from an average.
Why an overall IELTS band of 7.5 does not guarantee CLB 9
IELTS reports one overall band, calculated as an average of your four skill scores. IRCC does not use your overall IELTS band when converting your results to CLB levels. It converts Listening, Reading, Writing and Speaking separately.
This means two candidates can post the same overall band and land in very different places. One candidate might score 8.0/7.5/7.0/7.5 and reach at least CLB 9 in every ability. Another might score 8.0/7.5/6.5/8.0 and receive the same overall IELTS band of 7.5, but Writing would convert to CLB 8.
Immigration programmes state their language requirements by ability. If your programme requires CLB 9 in all four abilities, you must meet the CLB 9 threshold separately in Listening, Reading, Writing and Speaking.
Why Listening requires 8.0
This is the number that catches most candidates off guard. Every other skill needs 7.0 for CLB 9, but Listening needs 8.0. It is not a typo. The official equivalency table sets different IELTS thresholds for the four abilities. At CLB 9, Listening requires 8.0, while Reading, Writing and Speaking each require 7.0.

- What commonly prevents candidates from reaching it
- Candidates who spend too long on the earlier sections may leave several questions unanswered in the final section, where General Training Reading is longest and most demanding.
- What to practise next
- Section-by-section timing drills, with a hard cap per section. If your errors cluster in the final section, check whether the problem is timing, inaccurate locating of information, unfamiliar question types or vocabulary — do not assume vocabulary is the cause until you have reviewed your errors.
How to reach IELTS Writing 7.0

- What commonly prevents candidates from reaching it
- In Task 2, candidates who repeatedly receive 6.5 may write fluent, well-organised essays but fail to answer every part of the task or maintain a sufficiently clear position. Examiners can assess only what is clearly developed on the page, not what the candidate intended to imply. Task 1 can also hold the score down when the letter misses a bullet point, uses the wrong tone, or fails to make its purpose immediately clear.
- What to practise next
- Practise writing a one-sentence thesis before drafting Task 2, and check every paragraph against it. For Task 1, check each response against the bullet points before writing, not after. How to reach IELTS Speaking 7.0

- 7.0
- What commonly prevents candidates from reaching it
- Frequent hesitation, repetition and self-correction can limit Fluency and Coherence, particularly when they interrupt the development of an answer. Part 3 answers are often under-developed, treated like Part 1 short answers instead of extended, opinion-based responses.
- What to practise next
- Recording full Part 2 responses on the two-minute timer without stopping, then reviewing for unnecessary filler words, repeated restarts, and places where the answer stops developing. Content and development still matter, especially in Part 3.
