What IELTS score equals CLB 9?

Look at the numbers again. Three skills need 7.0. Listening needs 8.0 — a full band higher. That asymmetry is where most CLB 9 attempts fall short, and it's the reason this page exists.

Here's the mistake, concretely. You score Listening 7.5, Reading 7.0, Writing 7.0, Speaking 7.0. Every number is at or above 7, and 7.5 is your best skill — it feels like a CLB 9 result. It isn't. Listening 7.5 converts to CLB 8, and IRCC takes your lowest skill, not an average. That result is CLB 8 overall, and the retake costs you the full test fee and weeks of waiting.

If CLB 9 is your target, listening isn't one of four equal skills — it's the one carrying the highest bar. Train it accordingly.

Your overall band — the headline number on the certificate — is ignored entirely. IRCC converts each of the four skills to a CLB level separately, and your profile is those four levels. An 8.0 overall with a 6.5 in writing is a CLB 8 writing profile, no matter how good the rest looks.

And where a single number matters, it's your lowest skill that sets it. Programs state requirements per skill; points systems reward each skill separately. There is no averaging anywhere.
